Skills for growth: what the UK can learn from international approaches for incentivising employer-based training
This report reviews international evidence on approaches to increasing employer investment in training, focusing on three broad models: coordination between employers and training providers; sector-based employment and training programmes; and financial incentives for employer investment.
The evidence does not point towards a single model that could simply be adopted in the UK. Instead, it suggests a mixed approach that builds on existing structures, encouraging sectoral coordination, employer engagement and providing targeted financial support, while allowing sufficient flexibility for local adaptation.
