Exporting offers lucrative business opportunities, but in most countries, only a few large and male-owned firms manage to export. We randomized, incentivized, and coordinated small, female-owned firms from complementary sectors in Tunisia to form a consortium—a legally connected group of firms aimed at sharing expertise and the fixed costs of exporting. The firms jointly promote products under one brand and cooperate in business and export activities. Additionally, the consortia receive business and export consulting, along with subsidies for trade fairs and creating an online presence. After two years, consortia members doubled their business network, intensified its use, gained entrepreneurial confidence, and improved management practices. They entered an additional foreign market and increased their sales both domestically and internationally. However, only half of the invited firms joined, and cooperation sometimes led to conflict, suggesting that careful selection and conflict resolution mechanisms could further enhance the intervention.
